उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ के गृह जिला और पूर्वांचल के प्रमुख महानगर गोरखपुर (Gorakhpur) से स्थानीय निकाय और राजस्व वसूली को लेकर एक बहुत ही सकारात्मक और राहत भरी खबर सामने आ रही है। गोरखपुर नगर निगम (Gorakhpur Municipal Corporation) द्वारा बकायेदारों के लिए शुरू की गई एकमुश्त समाधान योजना (OTS Scheme) महानगर के नागरिकों के लिए वरदान साबित हो रही है। इस योजना के तहत जहां एक तरफ अपने पुराने और लंबित हाउस टैक्स (गृह कर) व अन्य करों से जूझ रहे करदाताओं को भारी-भरकम छूट का लाभ मिल रहा है, वहीं दूसरी तरफ नगर निगम के राजस्व (Revenue Collection) में भी बंपर बढ़ोतरी दर्ज की गई है। हालिया आंकड़ों के मुताबिक, इस ओटीएस योजना के जरिए अब तक निगम ने कुल 3.84 करोड़ रुपये की शानदार वसूली कर ली है, जबकि शहर के हजारों लोगों ने इसके लिए बढ़-चढ़कर आवेदन किया है। आइए विस्तार से जानते हैं कि गोरखपुर में चल रही इस एकमुश्त समाधान योजना से किस तरह से नागरिकों और प्रशासन दोनों को बड़ा फायदा पहुंच रहा है।गोरखपुर में ओटीएस योजना को मिल रहा बंपर रिस्पॉन्स: अब तक 23 हजार से अधिक आवेदन प्राप्तनगर निगम प्रशासन द्वारा दी गई आधिकारिक जानकारी के अनुसार, गोरखपुर में संपत्ति कर और गृह कर के बकायेदारों को राहत देने के लिए लाई गई एकमुश्त समाधान योजना के प्रति शहरवासियों में जबरदस्त उत्साह देखा जा रहा है।प्राप्त आंकड़ों के मुताबिक, गत 27 अक्टूबर 2026 तक नगर निगम के आधिकारिक पोर्टल और शासन के एकीकृत पोर्टल पर कुल मिलाकर 23,783 आवेदन प्राप्त हो चुके हैं। इनमें से शासन के पोर्टल पर अकेले 16,942 आवेदन आए हैं, जबकि नगर निगम के अपने पोर्टल के माध्यम से 6,841 करदाताओं ने इस योजना का लाभ उठाने के लिए पंजीकरण कराया है। इन सभी पोर्टल्स और आवेदनों के आधार पर कुल मिलाकर लगभग 26.35 करोड़ रुपये की पुरानी मांग (Demand) दर्ज की गई है। इतने बड़े पैमाने पर आवेदन आने से यह साफ जाहिर होता है कि शहर के लोग अपने पुराने बकायों का निपटारा करके वित्तीय रूप से तनावमुक्त होना चाहते हैं।1,881 संपत्ति स्वामियों ने किया कर का भुगतान, करदाताओं को मिली 84.08 लाख की छूटएकमुश्त समाधान योजना का सबसे बड़ा आकर्षण इसमें मिलने वाली पेनल्टी माफी और ब्याज पर छूट (Surcharge Waiver) है। नगर निगम और शासन के पोर्टलों पर आए आवेदनों के आधार पर अब तक 1,881 से अधिक संपत्ति स्वामियों ने अपनी बकायेदारी का पूरा भुगतान करके योजना का प्रत्यक्ष लाभ उठा लिया है।इस योजना के नियमों के तहत बकायेदारों को अब तक कुल 84.08 लाख रुपये की भारी-भरकम छूट प्रदान की जा चुकी है। इसका सीधा मतलब यह है कि जो करदाता वर्षों से भारी भरकम ब्याज और पेनल्टी के बोझ तले दबे हुए थे, उन्हें इस योजना के माध्यम से बड़ी राहत मिली है। मुख्य कर निर्धारण अधिकारी राकेश कुमार सोनकर ने इस संबंध में जानकारी देते हुए बताया कि ओटीएस के तहत बकाया कर जमा करने पर नियमों के अनुसार एससियों (Assessors) और करदाताओं को विशेष छूट दी जा रही है, जिससे उन्हें आर्थिक मोर्चे पर बड़ी सहूलियत महसूस हो रही है।नगर निगम के खजाने में पहुंचे 3.84 करोड़ रुपये, राजस्व बढ़ाने पर जोरबकायेदारों द्वारा लगातार किए जा रहे भुगतानों के चलते नगर निगम के खजाने में अब तक 3.84 करोड़ रुपये की राजस्व वसूली हो चुकी है। हालांकि, जितने कुल आवेदन प्राप्त हुए हैं, उन सभी ने अभी तक अंतिम भुगतान की प्रक्रिया पूरी नहीं की है। यही वजह है कि नगर निगम प्रशासन के सामने अब यह एक बड़ी चुनौती भी है कि वह अधिक से अधिक आवेदकों से संपर्क साधकर उनका भुगतान समय पर सुनिश्चित कराएं, ताकि निगम के विकास कार्यों के लिए और अधिक वित्तीय संसाधन जुटाए जा सकें।नगर निगम का यह स्पष्ट मानना है कि इस योजना से जहां एक तरफ आम जनता को अपना बकाया चुकाने में सहूलियत मिल रही है, वहीं दूसरी तरफ स्थानीय निकाय को मिलने वाले राजस्व में इजाफा होने से शहर में सड़क, नाली, प्रकाश व्यवस्था और अन्य नागरिक सुविधाओं के विकास कार्यों को और अधिक गति दी जा सकेगी।नगर निगम की अपील: समय रहते उठाएं ओटीएस योजना का लाभ, वरना होगी सख्त कार्रवाईगोरखपुर नगर निगम प्रशासन ने शहर के सभी ऐसे बकायेदारों से अपील की है जिन्होंने अभी तक ओटीएस योजना के तहत अपने करों का भुगतान नहीं किया है, वे जल्द से जल्द अपनी प्रक्रिया पूरी कर लें। प्रशासन का यह भी कहना है कि जो लोग इस सुनहरे अवसर का लाभ उठाने से चूक जाएंगे, आने वाले समय में उन पर निगम के नियमानुसार सख्त प्रशासनिक और वसूली संबंधी कार्रवाई की जा सकती है।शहर के लोग इस योजना की सफलता को लेकर काफी संतुष्ट नजर आ रहे हैं क्योंकि इससे उन्हें लंबी कानूनी प्रक्रियाओं और भारी-भरकम पेनल्टी से राहत मिल रही है। गोरखपुर में लागू की गई यह एकमुश्त समाधान योजना अन्य नगर निगमों के लिए भी एक बेहतरीन मॉडल बनती जा रही है, जिससे जनता और प्रशासन के बीच का समन्वय और अधिक मजबूत हो रहा है।
